Naperville Officer Oscar Maldonado turned Illinois' Flock license-plate grid into a personal tracker. Internal records show he searched Patrick Dowhen's vehicle about 150 times over three months in 2025 — after starting a relationship with Dowhen's fiancée. Dowhen was never a suspect.
Investigators found a "preponderance of the evidence" of official misconduct. Maldonado admitted using Flock for personal reasons. Then on May 1, 2026, he retired before discipline. Case closed. No criminal conviction. Illinois' official-misconduct statute may not even cover improper plate lookups.
